All are wearing various kinds of broad-brimmed hats.

This photograph is reproduced in 'A History of Toodyay' by Alf T Thomas on p. 26. The photograph is captioned with the men's names.
Although this was published in 1949, the style of hats indicates an earlier era, especially compared to another photo on the same page of a 1947-48 cricket team.
A search of the names of the cricketers in historic newspapers scanned and shared via Trove would seem to suggest this photo dates from the 1910s.
