Overview

A small beige card booklet folded in two (vertically) with red binding on the fold. The front cover indicates the purpose of the booklet with details typed in green ink. Headings inside are typed in green ink with the permit number in black ink. Hand-written details in black ink include the permit holder’s name and signature, along with two (2) purple stamps bearing the date and location of the permit. The back page of the booklet lists seven (7) conditions in green ink. The booklet shows staining and signs of wear with some surface damage on the front and back cover.

Historical information

The Commonwealth ‘National Security Act 1939-1945’ gave the Australian government powers to provide for the war effort and defending Australia. This was replaced by the ‘National Security Act 1939-1946’. During the war access to strategic naval dockyards, wharves and merchant vessels in coastal ports was restricted due to the fear of spies, sabotage and unauthorised access to cargo. Limited access continued immediately post war with permits required for those whose employment required them to be working in these locations.

Contextual information

Charles Frederick JACKMAN was born on 9 May 1919 in Lockwood, Huddersfield, West Yorkshire, England. He travelled to Fremantle, Western Australia in 1934, arriving on 23 December via Colombo. JACKMAN enlisted in the 124th Heavy Artillery Battery , Royal Australian Artillery (militia) on 29 July 1937 at the age of eighteen (18). He spent three (3) years and ten (10) days in service at the Princess Royal Fortress in Albany, Western Australia, and qualified as a “Layer” and “Lewis Gunner”, training militia gunners at the Princess Royal Fortress before being discharged on 7 August 1940. On 27 August 1940, JACKMAN enlisted in the 5th Veterinary Hospital and was discharged as “Medically Unfit” on 21 January 1941. He worked in Albany, including at the Freemasons Hotel on Stirling Terrace for three (3) months until July 1941, and the Vacuum Oil Company from 28 June 1943 until 17 January 1946. JACKMAN married Betty Milne at St John the Evangelist Church in Albany on 12 April 1947, and died in Albany on13 July 1985. He is buried in Allambie Cemetery, Albany.
