Thomas James Briggs was born on Packenham Street in Fremantle to Thomas Ernest Briggs and Catherine Caporn Tapping.
He lived in the Half-Way House on Perth-Fremantle Road (now Albion Hotel site, Stirling Highway). Briggs attended the Freshwater Bay Mixed School (now the Claremont Museum).
At 14, Briggs joined the staff of the Fremantle Herald. A year later he started a lime and charcoal burning business.
Married Emma Grace Fletcher about 1884.
Briggs was associated with the Claremont Mineral Springs Company in Bay View Terrace, Claremont. He was a Councillor and later, Mayor of Claremont 1907-09.
Briggs was a member of the Claremont Amateur Swimming Club in 1919 and a member of the Christ Church vestry committee for many years.
He owned houses in Princess and Goldsworthy Roads.
Children: Amelia Kate, Albert James, Clarence Henry (b.1890), Ernest Alfred (b.1888), Evelyn Grace (b.1888), Hilda Mary (b.1895) and Irene Vera Annie (b. 1898)
Briggs died in Claremont in 1935.
