Born on Packenham Street in Fremantle to Thomas Ernest Briggs and Catherine Caporn Tapping. Married Emma Fletcher about 1884. Lived in Half-Way House on Perth-Fremantle Road (now Albion Hotel site, Stirling Hway). Attended Freshwater Bay School. Was associated with the Claremont Mineral Springs Company in Bay View Terrace, Claremont. Was a councillor & later, Mayor of Claremont 1907-09. Owned houses in Princess and Goldsworthy Roads.
