In April 1980 the Armadale Police and Citizens Youth Club was formed under the stewardship of Constable Doug Melville. In the early months of the organisation 437 young people had enrolled in the club and had attended activities over three nights a week. The club was looking for members to join to help raise the $15000 required for the club to run for the next 12 months.
