Stock owners had to report to the Inspector of Sheep when they found scab in their flocks. A notice 'Scab on this run' was then erected at any public road which intersected the property, and remained there until the flock was clean. There was a penalty of 10 pounds/day for every day the notice was not displayed. As well, each year every sheep owner had to pay a levy of 2 pounds per 1000 sheep towards the cost of the functioning of the Act.

Joshua Mills (1859-1943) was the son of John & Caroline (nee Green). He was born at Narra Tarra Station, east of Geraldton. Joshua worked as an Inspector of Sheep at Champion Bay c1878-88. By 1892 he was a sheep farmer at Narra Tarra
Joshua married Hannah Maley at the Central Greenough Wesleyan Chapel on 9 May 1892.
By November 1904 Joshua was an inspector for the Agricultural Bank, Geraldton district; later he administered the Industries Assistance Act. Hannah died in 1905 leaving Joshua with a son and daughter. On 22 May 1918 Joshua was elected an Independent National to the WA Parliament. He served as an MLC until 1924. After 1924 he farmed in partnership with his son at Waggrakine near Geraldton
