Arnold Heath was a Toodyay Road Member from 1957 to 1961 and Shire Councillor from 1961 to 1979 .
Arnold was born in Clare, South Australia in 1911 and died in Royal Perth Hospital, Perth, WA in 1979, He is buried in the Toodyay Public Cemetery.
Arnold’s family in South Australia farmed in the Buckleboo locality on the Eyre Peninsula, South Australia. In 1950 Arnold and family bought the Depot Springs Station, near Sandstone, WA.
In 1954, his company Depot Springs, Ltd. bought ‘Foggarthorpe’ at Nunile, from James Langford and most of the family moved to Toodyay. Arnold was made an Hon. Life Member of the Toodyay Race Club in 1977, having served as President/Chairman in the 1960s/1970s.
On 19 May 1977, the A.A. Heath and E.D.P. Hayes Members Stand was officially opened by the Governor of Western Australia Air Chief Marshall Sir Wallace Kyle.
