Stiff cream-coloured card with grey printing, folded in half length-wise to form a booklet.
The front page contains the text: [CIVIL DEFENCE COUNCIL / WESTERN AUSTRALIA ] above a crown shaped logo with the text: [CERTIFICATE / OF / AUTHORITY ] underneath, all contained within a fancy border.
The inside pages consist of Form No.9 detailing Civil Defence Emergency Powers and hand written details for Sylvia May Bailey, dated 1st February 1943. The title text reads:
[Form No. 9. WESTERN AUSTRALIA. J 1729/42* / CIVIL DEFENCE (EMERGENCY POWERS) ACT, 1940. / Civil Defence Council. / CERTIFICATE OF AUTHORITY.]
The back page is blank.

Historical information

Sylvia was a local Armadale resident who served as an air raid warden during WWII. The air raid siren was located at a local garage and a search light was located near the Forrest Road railway crossing.
Sylvia later married Eric Anderson at St Matthews Church. After the war Sylvia started a family with Eric but his traumatic experiences during the led to his suffering from Post Traumatic Stress Disorder and also alcoholism. Sylvia and the children eventually left Eric and returned to Armadale due to ongoing domestic abuse.

At bottom of the Form 9 certificate on the inside pages is the text: [NOTE.- This Certificate of authority is the property of the Civil Defence / Council, and must be returned to the said Council on demand, or when the appointee / named herein cease for any reason to hold his office.]

Statement of significance

The certificate was used by Sylvia Bailey, who volunteered as an air raid warden during WWII. Following the entry of Japan into the war in December 1941 there was considerable fear and concern that Japan would attack Perth. Part of the defence systems put in place was the recruitment of volunteer air raid wardens, air craft spotters and the establishment of search light crews.
