Leslie Starcevich was born in Subiaco on 5 September 1918. He enlisted in the AIF in 1941 joining the 2/43rd Battalion, 24th Brigade, 9th Division. It was during the 9th Division's campaign in British North Borneo, which began on 10 June 1945, that Starcevich was awarded the Victoria Cross.
Portrait previously hung in the old Subiaco Council Building, and was not rehung in the new Council Chambers.
