Contains three notices issued by PM Billy Hughes, one dealing with the Australian Comfort Fund, the other two describe fighting around Moquet Farm, France.
States 'Printed and Published for the Government of the Commonwealth of Australia by Albert J Mullett, Government Printer for the state of Victoria.'
In 2009 a series of upgrades to the Toodyay Public Library were performed by Shire employees, including the addition of a new wing to the rear of the hall and structural repairs to other areas of the building. A total of seventy three (73) objects were recovered from the north wing of the Toodyay Public Library in July 2009.
As work continued with the upgrades, a further two objects (one of which is this artefact) were unearthed in November 2009 beneath the floorboards of the main Library hall. Approx. 400mm of earth beneath the floorboards had been excavated for the purpose of installing a reticulation system to carry termite spray into the building's foundations during annual pest control.

It connects to the function of the building during the era when it operated as the Mechanics Institute between 1874 and 1921.
