Ian Vincent Murray (1915-1992) was a Shire of Toodyay Councillor between 1961 and 1983. He served as Shire President from 1971 - 1982.
Jeff Carr served as Minister for Local Government during 1983-1989. Therefore, the date of this photograph is likely to be 1983, the final year of Mr Murray's Council membership.
