In 1894 the Kelmscott Road Board was gazetted and the established and new communities of Kelmscott and Armadale had a say in their own development. Over the next 14 years Armadale outgrew Kelmscott and became the economic and political centre of the district. In 1903 the new Road Board offices were opened on Jull Street. Before this, meetings had been held alternatively in Kelmscott and at the Narrogin Inn in Armadale. On 24 March 1910 the Road Board received what at the time was a controversial decision when they renamed themselves the Armadale-Kelmscott Road Board.
In 1961 the Road Board became the Armadale Kelmscott Shire Council, then on 1 January 1979 was gazetted as the Armadale Town Council. In 1985 the council became the City of Armadale.
The crockery would have been ordered in 1985 when the Council became the City of Armadale. It was ordered from Bristile FineChina which was located in Subiaco. The crockery was used for by staff and for official council functions in the new Council Administration building (built in Minnawarra Park in 1985) and at council owned public halls.
