The Baseball Development Foundation (BDF) was formed in 1991 to coordinate and fund development among all elements of the baseball community. Financed initially by a grant from the West Australian Health Promotion Foundation (Healthways) of $280,000, the BDF would promote the health message from the Cancer Foundation "Protect yourself in the sun" over a period of three years. According to the General Manager of the BDF, Ms Jan Thurley, the Foundation was designed to assist players, coaches, scorers and administrators in improving their skills through new and innovative programs.

This document reports on the initial year of operation of the Baseball Development Foundation, which grew out of an identified need to address the increasing numbers of players, coaches, umpires, scorers and administrators being drawn to the game by the twin influences and success of tee-ball and National League Baseball. "By meeting the challenges of providing for the game's future the Baseball Development Foundation is leading the game's charge to major sport status," (G.L. Johnson, Director of Development, West Australian Baseball League - 1991/92 BDF Annual Report Foreword).
The report had been in the possession of Baseball WA and was passed to the Baseball WA Museum & Archives.
The annual report has historic significance as a record of governance of a Western Australian baseball foundation during its initial period of operation. It has social significance, reporting on its aims of contributing to the development of the sport and generating sponsorship.
