Typed letter on cream paper with 'Premier's Office, Perth' letterhead, signed by Premier Newton James Moore and addressed to Hon. Septimus Burt K.C. Dated 27 July 1909.
Burt was advised that in recognition of his public service to the state he was to be granted an “All-Lines” ticket for free travel for life on railways throughout the state. This was to be extended Australia wide once a Uniform Pass had been agreed to by the rest of the states.

This letter recognises Septimus Burt's past public service with the granting of a Life Pass on West Australian railways. This decision was the result of an agreement made during the March 1909 Premiers' Conference held in Hobart that Life Passes be awarded to ex-ministers of three years service. Premiers' Conferences had been held since Federation (1901) between the State Premiers and the Prime Minister. By 1909 this had become an annual event, although in that year a second Premiers' Conference was also held in August at Melbourne.
The letter is complete and in original condition and is of historic interest mentioning one of the matters discussed at this national forum, which also grappled with wider issues of funding and responsibilities of the Commonwealth and the States.
