Overview

State War Council Collector's Permit - Russian Refugees Appeal Fund 1916 - in the shape of a circle.
It is made from cream card with a blue border slightly in from the edge of the card. The central area has a depiction of the sun in gold, with the rays extending to the inside of the blue border. At the bottom, there is a very small illustration of what appears to be a family of Russian refugees walking away from a burning city, all in the same blue colour as the border and the text.
There is a hole at the top through which a red, white and blue ribbon (representing the Empire) is threaded for attachment.
The permit appears unused with the spaces for the collector's name and 'Section No'. remaining blank, as is the reverse.
