The Postmaster-General’s Department in Western Australia created and maintained a series of records called ‘transmission by post’. These records include applications by publishers and organisations to claim a reduced postage rate for educational and literary publications, which included newsletters, books and periodicals.
This record contains the Group Settlement Chronicle and Margaret Augusta Mail from October 1923.

These files were created and maintained by the Western Australian branch of the Postmaster-General's Department from 1908 until 1969. Each file has at least one, in some cases more, copies of the publication attached to the file. The application is also accompanied by a statutory declaration completed by either proprietor, publisher or printer, in which they certify that the publication is printed and published for bona fide sale at the advertised price, and is not designed primarily for advertising purposes, or for free circulation, or circulation at nominal rates, that at least 75% of the copies issued are sold to bona fide purchasers or bona fide subscribers, and that a previous application for registration has not been made.
